When I began writing this column in February 2008, the Conservative government in Ottawa was so desperate to ram its most recent package of criminal law amendments through Parliament that it was threatening to force an election if the Senate did not approve its proposals by March 1, 2008. Since then, Senators have passed the bill (C-2) and it is on its way to becoming law. In our Parliamentary system, the Senate sits to review legislation passed in the House of Commons, and to give it "sober second thought". There are a number of reasons why this particular legislation called by the Tories, the Tackling Violent Crime Act--deserved very serious study and in fact, why it ought not have been passed as drafted.
